SNGPL & SSGC Gas Bill Calculator Pakistan 2025 — Complete Guide

Pakistan's natural gas network is one of the largest in Asia, serving over 10 million consumers across Punjab, Sindh, KPK, and Balochistan. The sector is regulated by OGRA (Oil and Gas Regulatory Authority), which reviews and approves tariff revisions based on the cost of gas production, transmission, and distribution. In 2025, OGRA issued revised domestic gas tariff slabs that increased rates across most consumption brackets to recover infrastructure costs and reduce subsidies. Gas billing in Pakistan uses a marginal (incremental) slab system — unlike electricity's cumulative system, only the units consumed within each slab range are charged at that slab's rate. This means a domestic consumer using 12 HHC/month is billed Rs 200/HHC for the first 2 HHC, Rs 400/HHC for the next 3 HHC, Rs 600/HHC for the following 5 HHC, and Rs 800/HHC for the last 2 HHC — a more gradual increase that protects modest consumers. Understanding your gas bill structure helps you identify savings opportunities and dispute incorrect charges.

⚙️ How Your Gas Bill is Calculated — Step by Step

  1. 1
Read your meter: Your SNGPL/SSGC gas meter shows a cumulative reading in HHC (Hundred Cubic Feet). Subtract last month's reading from this month's to get your monthly consumption. 1 HHC = 100 cubic feet ≈ 2.83 cubic meters.
  2. 2
Apply marginal slab rates: Unlike electricity, gas uses a marginal (incremental) slab system. Units consumed within each slab range are charged at that slab's rate. Lower consumption brackets remain cheap even when total usage is higher.
  3. 3
Add GIDC cess: Gas Infrastructure Development Cess is charged per HHC — Rs 26 for domestic, Rs 150 for commercial, Rs 50 for tandoor consumers. Applied on top of energy charges.
  4. 4
Apply GST (17%): General Sales Tax is calculated on the sum of energy charges plus GIDC. Fixed charges may also be GST-applicable depending on category.
  5. 5
Add meter rent: A fixed monthly rental for the meter (typically Rs 10–50/month). The total of all above components gives your estimated bill before any arrears or adjustments.

⛽ Gas Safety Tips — Always Follow These Rules

  • If you smell gas, do not operate any electrical switches — open windows and evacuate immediately. Call SNGPL: 1199 or SSGC: 1199.
  • Have your gas appliances and pipework inspected annually by a licensed plumber — especially before winter when geyser use peaks.
  • Never block ventilation around gas appliances. Carbon monoxide from incomplete combustion is colourless, odourless, and lethal.
  • Install a gas detector/CO alarm near your geyser and stove — available for Rs 1,500–3,000 at hardware stores.
  • Turn off the main gas valve at night and when leaving home for extended periods. The shutoff valve is usually near your meter outside.

Frequently Asked Questions — Gas Bill Pakistan

HHC stands for Hundred Cubic Feet — the standard unit used on all SNGPL and SSGC meters and billing slips to measure gas consumption. To find your monthly usage: note your meter's current reading, then subtract last month's reading. The result is your consumption in HHC. Conversion: 1 HHC = 100 cubic feet ≈ 2.83 cubic meters (m³) ≈ 1.02 MMBTU. Your meter shows a running total (not monthly usage), so tracking the difference is essential. Take a photo of your meter on the first of each month as a record.
SNGPL (Sui Northern Gas Pipelines Limited) distributes gas in Punjab and Khyber Pakhtunkhwa — covering cities including Lahore, Islamabad, Rawalpindi, Faisalabad, Gujranwala, Sialkot, Multan, and Peshawar, serving over 4.8 million consumers.

SSGC (Sui Southern Gas Company) serves Sindh and Balochistan — including Karachi, Hyderabad, Sukkur, Quetta, and Larkana, with over 3 million connections.

Both use OGRA-approved tariff slabs that are very similar (and sometimes identical for lower slabs), but SSGC rates for upper slabs may differ slightly. Both charge the same GIDC and GST rates.
OGRA 2025 domestic tariff slabs for SNGPL (prices per HHC, marginal billing):

Slab 1 (0–2 HHC): Rs 200/HHC — protected/lifeline rate
Slab 2 (2–5 HHC): Rs 400/HHC
Slab 3 (5–10 HHC): Rs 600/HHC
Slab 4 (10–15 HHC): Rs 800/HHC
Slab 5 (above 15 HHC): Rs 1,600/HHC

SSGC slabs are similar with slight variations at higher consumption levels. In addition, GIDC (Rs 26/HHC domestic) and GST (17%) are applied. Gas billing is marginal — only units within each slab range are billed at that rate, unlike electricity's cumulative system.
GIDC (Gas Infrastructure Development Cess) is a government levy introduced under the Gas Infrastructure Development Cess Act 2011, charged on all gas consumers to fund major infrastructure projects — including new pipelines, LNG regasification terminals, and gas storage facilities. Current rates: domestic: Rs 26/HHC, commercial: Rs 150/HHC, tandoor/restaurants: Rs 50/HHC. GIDC is applied on top of energy charges before GST. It is a separate government levy, not a gas utility company charge.

Several reasons can keep gas bills high in summer:

1. Always-on gas geyser: This is the #1 cause. Even in summer, if the geyser is left on 24/7, it constantly reheats water to maintain temperature. Solution: install a timer switch.

2. Estimated billing: If the meter reader didn't visit (common in summer), the company may estimate based on your high winter average — resulting in a summer bill that looks like winter usage.

3. Minimum bill: A minimum monthly bill applies regardless of usage, ensuring you always pay something even at near-zero consumption.

4. Previous arrears: Old unpaid amounts accumulate and appear on current bills without clear labelling.

5. Meter fault: A faulty meter can over-read. Request a meter test if consumption seems inconsistent.
Proven gas-saving strategies:

Geyser timer: Install a Rs 500–800 timer switch — heat water for 1 hour in the morning and 30 minutes at night only. Saves Rs 800–2,000/month.
Geyser insulation jacket: Reduces heat loss, so the geyser runs less frequently. Rs 400–700 at hardware stores.
Solar water heater: A Rs 30,000–60,000 investment eliminates geyser usage entirely — ROI in 1–2 years.
Cook with lids on pots: Reduces heat-up time by 20–30%.
Use a pressure cooker: For rice, dals, and vegetables — reduces cooking time by 50–70%.
Fix all pipe leaks: Even a pinhole leak wastes HHCs every day and creates a safety hazard.
Monitor your slab: Reducing from Slab 4 (12 HHC) to Slab 3 (9 HHC) saves the high Rs 800/HHC rate on those 3 units.
A gas emergency includes: gas smell in or around your property, a broken/damaged gas pipe, suspected gas leak in your building, or a gas explosion/fire.

Immediate steps:
1. Do NOT turn on or off any electrical switch or use your phone near the leak
2. Open all doors and windows immediately
3. Turn off the main gas valve outside (located near your meter)
4. Evacuate everyone from the building
5. Call from outside or a neighbour's phone:
— SNGPL Emergency: 1199 (24/7, toll-free)
— SSGC Emergency: 1199 or 021-111-786-786
— Fire Brigade: 16

Emergency gas crews respond around the clock and there is no charge for emergency callouts.
If your bill or meter reading looks wrong:

1. Photograph your meter on billing day and compare with the reading shown on your bill (the first line on the bill shows current and previous readings)
2. Call your utility helpline: SNGPL: 0800-00786 | SSGC: 021-111-786-786
3. Visit the nearest customer service centre with your bill, CNIC, and meter photo
4. File a written complaint — under OGRA consumer service standards, gas utilities must investigate billing complaints within 30 days
5. Pay the undisputed portion to avoid disconnection while the complaint is being resolved
6. Escalate to OGRA if unresolved: ogra.org.pk or call 051-9207100. OGRA has authority to order refunds and penalties against utilities.
For 2025, non-domestic gas tariff rates (SNGPL):

Commercial consumers (shops, offices, small businesses):
• Energy rate: Rs 2,200/HHC (all units, single slab)
• GIDC: Rs 150/HHC
• GST (17%) on energy + GIDC

Tandoor / Restaurant consumers (bakeries, dhabas, restaurants with tandoors):
• Energy rate: Rs 1,500/HHC (all units, single slab)
• GIDC: Rs 50/HHC
• GST (17%) on energy + GIDC

SSGC rates for commercial and tandoor categories are slightly higher. Industrial and CNG station rates are set separately under different OGRA schedules. Always verify current rates with your utility as OGRA may revise tariffs.
