Pakistan's domestic gas is distributed by two utilities. SNGPL (Sui Northern Gas Pipelines Limited) covers Punjab and Khyber Pakhtunkhwa. SSGC (Sui Southern Gas Company) serves Sindh and Balochistan. Both are regulated by OGRA (Oil and Gas Regulatory Authority), which sets tariff slabs annually — but the exact PKR rates per unit differ between the two companies.
| Monthly Use (MMBTU) | Typical Household Activity | Tariff Tier |
|---|---|---|
| 0 – 0.5 | Very light use, cooking only (small family) | Lowest (protected) |
| 0.5 – 1.0 | Cooking 3 meals/day | Slab 2 |
| 1.0 – 2.0 | Cooking + geyser (water heater) | Slab 3 |
| 2.0 – 3.0 | Cooking + geyser + one heater | Slab 4 |
| Above 3.0 | Heavy use — multiple heaters, large family | Highest slab |
Exact PKR per MMBTU rates are revised by OGRA. For current figures visit ogra.org.pk or your gas company's website. Summer bills typically fall in slabs 1–3; winter bills with heaters jump to slab 4–5.
1 MMBTU (Million British Thermal Units) is approximately equal to:
Most Pakistani households using gas only for cooking and hot water consume roughly 1.0–2.0 MMBTU/month in summer. In winter, usage with space heaters can jump to 4–6 MMBTU/month, pushing bills into higher slabs dramatically.
Older gas meters in Pakistan measure consumption in SCF (Standard Cubic Feet). Your bill converts this to MMBTU for billing purposes using the relationship: 1 MMBTU ≈ 1,000 SCF. To read your consumption:
Three reasons combine in winter: (1) You add space heaters which consume 1–3 MMBTU extra per month. (2) Cold water takes more gas to heat in the geyser. (3) Crossing into a higher slab means the new rate applies to all your units that month — not just the extra ones. A jump from slab 2 to slab 4 can double your per-unit rate on the entire bill.
Older Pakistani gas meters measure in Standard Cubic Feet (SCF). The gas company converts to MMBTU for billing using the factor: 1 MMBTU = 1,000 SCF. Both represent exactly the same quantity of energy — only the unit label differs.
First check your meter reading yourself and compare with the reading on the bill. If there's a discrepancy, file a written complaint at your nearest SNGPL or SSGC customer service centre, or submit online through their official portal. OGRA also handles consumer escalations at ogra.org.pk.
New domestic connections are suspended in many areas due to gas supply shortfall. Contact your local SNGPL or SSGC office for the current connection status in your specific area. Some localities in Punjab have resumed new connections under the government's gas supply expansion program.
At current rates, piped SNGPL/SSGC gas in lower slabs is significantly cheaper than LPG cylinders on a per-MMBTU basis. However, for households without a pipeline connection or in high-consumption winter months crossing upper slabs, the cost difference narrows. Always compare using your actual monthly MMBTU consumption.
